A main difference between the United States Constitution and state constitutions are that state constitutions are subservient to the U.S. Constitution and can only outline powers which are allowed to states by the U.S. Constitution. States cannot enumerate for itself powers that are not allowed to the state by the U.S. Constitution. Therefore, the U.S. Constitution is the highest law of the land and cannot be changed or adapted as a result of a state constitution.

In order to do this, the government of Georgia established several laws that limited the rights of black citizens during the world war ii.

For example, they prevented black citizens to vote. Since they have no representative that fought for them within the government, they have almost no chance to receive a new law that favorable to their community. This was one of the efforts made by Georgia officials at that time to ensure that white community is more prosperous compared to the black community.
