The Spanish and explorer Antonio de Ulloa, has proved to the world to be a timid and ineffective governor of the formerly French territory of Louisiana.  After his attempt to control the place through a proven incompetent governance, Louisiana's  leaders revolted, forcing Ulloa to flee to Havana, Cuba.
