Well for one thing It was the period of the industrial revolution and immense technological advancement as well as social change and Arnold was writing right on the brink between the old stable England. Have in mind that 'Dover Beach' is about the uncertainty of this period of change. He talks about the alienation which comes from the new era. Basically <span>Arnold and much of England was terrified by this new England. Hope this helps a lot</span>
