The question being posed is alluded from the novel '1984' by George Orwell.  In 1984, there were three enormous nations that existed and they are: Oceana, Eurasia, and Eastasia. Airstrip One is the name that was given to what we know as Britain. Another thing given to Britain as Airstrip One is the utilization of military time. This can be thought to be done so as to loan to the setting inside the novel. What military time use does inside the novel is add to the police state vibe that exists for the hero Winston Smith.
