Taxes have to be paid by the citizens in order to make use of those services that most individuals are not able to purchase for themselves. Federal as well as state or local taxes may include the payment for education at public school, safe roads, health care, fire protection, among others. Besides, when someone pays taxes, he or she is obeying the rules or laws under which a community is able to function; that's why it is considered a "civic obligation" rather than a civic responsability.
