They granted suffrage to all white men and also made the land very inexpensive. It was possible for settlers to move there and have a very large plot of land for not very much money, Granted suffrage to all white men. Men were given the right to vote even if they didn't own property.

Hiram Johnson managed to get the California Proposition 4 passed which was a constitution amendment to the constitution of California which gave Women the power to vote.
