In a typical home electrical panel installation the main ground wire is connected directly from ground rod driven into the ground to the "ground bar in the panel".
When a ground rod is used due to the fact that the panel is a sub-panel, it will be connected to the ground bars. Also, there should be a separation between the ground bar and the neutral.
The ground bar and the neutral are usually bonded together because of the same potential they possess. But they are separated when a ground rod is used.
According to the definitions of national saving and private saving, if Y, C, and G remained the same, an increase in taxes would lower private saving and raise public saving.
