Each colony was created in differing ways, some for business and some as a royal charter but all made religious decisions separately as a colony.  

Massachusetts Bay and Virginia were the first two colonies and each had very different religious expectations. In Massachusetts, the settlers were seeking religious freedom for their religion but offered not religious tolerance to other groups. In Virginia, religious freedom was allowed to a point but officially the Church of England was the main religion. Maryland would be created as a refuge for Catholics but allowed all religions to settle and practice freely. These differences allowed for religious groups to settle in different areas of the original 13 colonies.

Not allowing mobs to influence government actions, depends on how you define mobs. If they are peaceful protests, then they should be allowed to influence government action, for example, the civil rights movement.

A violent mob would be seen as a rebellion, at a certain extent, and shouldn't be allowed to influence government policies and decisions.
