whole hardworking and able people. How can you explain the existence of these two opposing viewpoints?

The congress is composed of citizens who had to trace a long trajectory to get to occupy this position. The congress is one of the most important institutions in the country, being essential for democracy and national policy to be properly established. In view of this importance, we can affirm that it is not just anyone who can occupy a position within the congress, it is necessary that the members of the congress should be hardworking, efficient, intelligent and capable people.

However, it is impossible to deny that many choices made by members of the congress are contrary to popular will and often seem to harm the population. In addition, in the face of the many cases of corruption, politics and lobbying that involves the congress, many citizens have lost confidence in the members of this institution, even establishing severe criticisms of these members.
