Does the bowling ball have more potential energy or kinetic energy just before it hits the ground

When the ball is held up, it has a lot of potential energy and no kinetic energy. As it falls, it starts losing it's potential energy and speeds up to get more kinetic energy. When it hits the floor it has no potential energy, but lots of kinetic energy.

Since you haven't mentioned the reference potential therefore we will consider it to be ground.

Since just before hitting the ground there is negligible amount of kinetic energy and also the velocity is very high hence we can say that it will have more kinetic energy than potential energy.
