I would mark it "not enough information". Since the question did not indicate that the two lines were parallel, we cannot assume that they are. With the given information we can solve for the value of angles 5,6,7,8, but none other. 

IF the question indicated that line a was parallel to line c, we could have deduced that angle 2 was 90 degrees because "if two parallel lines are cut by a transversal, corresponding angles are congruent".
