<u>Tucker knew that Virginia has higher number of slaves then freed men in its population. So keeping this consideration in his mind, He developed a very complicated plan to keep Freed slaves under his belt.</u> This plan was related to their daily wages and how the slaves will be paid by their employers. His plans also included denying basic civil liberties to these freed slaves which included their right to keep weapon which other freed men had, Their right to serve jury was also denied by Tucker. Freed Slaves were also denied to marry white people and not even allowed to write a will. He said that the people who are already living in a society have full right to deny entry of new people in their area or society. <u>By imposing these all laws on the slaves of Virginia, Turner hoped that the slaves will leave the state</u>. Tucker was on a view that Dueo majority of slaves in Virginia, It will affect their mindset and ideas of keep on living as free slaves.

He read and absorbed works on military history and strategy; he observed the successes and failures of his own and the enemy's military commanders and drew apt conclusions; he made mistakes and learned from them; he applied his large quotient of common sense to slice through the obfuscations and excuses of military subordinates. By 1862 his grasp of strategy and operations was firm enough almost to justify the overstated but not entirely wrong conclusion of historian T. Harry Williams: "Lincoln stands out as a great war president, probably the greatest in our history, and a great natural strategist, a better one than any of his generals."
