It is technically considered good blood pressure.

Here's how you know, if the top number which in this case is 98 is below 120 then the top number is good. So we know our top number is perfect and fine. If our bottom number is below 80 then that's also normal, anything lower should be checked. In this second case, we have 60 in our bottom number so we know that it is below 80. So anything under 90/60 would be considered low.
