The United Nations Security Council was founded in 1945, it is also known as Permanent Five (P5), which is composed by five nations that are permanent members of the council:  

  • China
  • France  
  • Russia  
  • United Kingdom
  • United States.

The P5 were all allies and turned out victorious in World War II and now the countries in the Security Council have primary responsibility for the maintenance of international<em> peace </em>and <em>security</em>, being able to authorize the use of force to maintain or restore the fulfilling of their responsibility.

Rehabilitative facilities would help integrate them and correct their behavior so as to prevent them from leading a life of crime, which is not something that simple punishment would do.
