Hey there!
I take it we're talking about The Phantom Tollbooth.
In this story, the two Kingdoms- Digitopolis and Dictionopolis, ruled by the Mathemagician and King Azaz, are not at peace.
The Mathemagician believes that numbers are better than words, and Azaz thinks otherwise, and they refuse to talk with each other.
However, they both are the same in one aspect because they both agree on something, and that is that they always will agree that they always will disagree with each other.
Also, towards the end of the book (no spoilers!) they begin to realize the true meaning of working together to save the day.
Hope this helps
