Well since cost benefit analysis is process where ones decisions are analyzed for the best result:
I assume depending on the costumers situation
1.Which one is more important
2.Cost
3.Which decision is more beneficial
This process would involve multiple questions depending on the person/consumer
But at the end once all pros and cons are thought the best choice for that particular  consumer would be the final decision.
