President Reagan during his presidency changed certain things regarding the law and the law benefactors. He believed that all of the power should not be given to the federal government.

President Reagan believed that administrators, and people did not have enough power in their hands and federal government had been favoured for far too long. The president believed in restoring the power balance which had been disturbed by the previous presidents.
