The Electoral College is composed of 538 electors who every four years nominate the President of the United States. Each of the 50 states has a number of voters corresponding to state members of the House of Representatives (distributed by population) plus two (corresponding to the state's two senators). In addition, the state of Washington D.C., which does not have state status, has three voters.

The presidential election is an indirect election. The American electorate does not directly elect the president, but in each state elects a number of voters who are committed to supporting a particular candidate. In most states, the candidate who wins the most votes gets all the state's voters. It's called "the winner takes everything". Therefore, there is a great focus on the so-called swing states, where the majority is close to tilting to one side or the other.

Two states have differing schemes. In Maine and Nebraska, voters in each constituency are nominated for the winner of the circuit, but states also each have two voters who are awarded the winner by the state as a whole.
