Congress on 25 May, 1787 introduced a plan to draft new constitution in the constitutional convention held at Independence hall of Philadelphia. After a long debate moderated by President George Washington, the new constitution came into existence on 17th September , 1787 which was approved by 38 out of 41 delegates available at the cessation of the convention. In June, Virginia approved the constitution.New York approved it in July.
On 29th May, 1790 Rhode Island ratified it by 2 votes and at last 13 colonies also joined in making U.S constitution the oldest written constitution.
