The idea is known as the Republican form. The idea is that people democratically elect those who would represent them in a government, and those people would be held accountable for what they've done if they do something opposite to the will of the people. It's the only way that a democracy can work properly because others would be impossible with that many people.

The more common reference to "The Red Scare" usually refers to what historically was the Second Red Scare, from the late 1940s to late 1950s in the United States.  Following World War 2, as the Cold War developed and the Soviet Union was gathering allies, there was even greater fear -- and fear-mongering -- in the United States about the threat of communism.   The Second Red Scare was when  The House Un-American Activities Committee (HUAC) was created and when Senator Joseph McCarthy began a campaign of accusations against suspected communists in various sectors of American life.

Individualism also brings a feeling of consumerism and desire of comfort in the people. To achieve this in an easy and quick way, they adapt wrong pathways. 
Individualism also makes people less connected to their families and they lack apathy towards other, which is harmful to a society.
