The purpose of a counterclaim to allow the writer to express a viewpoint that opposes a stated opinion on a topic.
It cannot be topic because topic is literally in the sentence itself. It cannot be claim because "a stated opinion on a topic" would be your claim for something. To oppose a claim, you would want to use a counterclaim, something to counter (oppose) the original claim.
