Notwithstanding a Democratic majority in Congress during his terms, Dwight  Eisenhower (a moderate Republican) was able to pass plenty of legislation, due to his bills being more progressive than his personal conservative perspectives.

Regarding foreign policy Eisenhower focused on stopping the Soviet expansion with his "Massive Retaliation" policy; and when it comes to domestic policy, known as "middle of the road, dynamic conservative service" he focused on decrease government spending and decrease taxes, which could be summed up to, yes, "determined to balance the budget".
