The complete question is as follows:

The diagram shows water molecules as solid ice at 0°C and as a liquid at 25°C.  Explain why the arrangement of water molecules is different in ice and water.

Answer:

In low temperatures, hydrogen bonds between water molecules become stable as a result of the movement of these molecules are slow in low temperature which leads to the crystalline form of water due to hydrogen bond. This crystalline form is ice.

on the other hand at a higher temperature water molecules found in liquid form due to the faster and rapid movement of water molecules as hydrogen bonds keep breaking and forming in this setting.
