When Texas required independence from Mexico in order to operate alone as a republic, the regulators and rangers came to power.

Charles W. Jackson and Charles W. Moorman were the main Regulators commanders, and their main objective was to stop cattle rustling. But when the Regulators' acts grew out of control, a rival vigilante organisation known as the Moderators was established to "moderate" the Regulators.
