Pretty sure it's the church, in the text he talks about how people make false religions based on their own ideas which they think are infallible, so it can't be reason. and the government is made up of people so nope. and the majority will is just a dumb answer, if that was the case people could make up anything they wanted and convince other people to believe it. b is the only one that makes sense
