If a king declares that theft, polytheism, and working on the Sabbath are punishable offenses in his Kingdom then it would be the "Torah" that would likely support his new laws, since this is the main writing of the Jewish Faith.

These are all mandates that would respect the teachings of the Torah. The Torah is the name given to the holy texts of the Jewish fate, one of the Abrahamic religions. Judaism is the religious doctrine that establishes that the Jews are the chosen people of God. Moreover, followers of the religion believe there is a covenant between God and the Children of Israel. How was using the Mandate of Heaven as a basis for political power dangerous to Zhou rulers?
ValentinkaMS [17]

The Zhou dynasty was the longest lasting of the Chinese Empire's dynasties. It lasted from 1046 to 256 BCE. Many cultural and intellectual developments happened during this period. The works of the renown philosopher Confucius occurred during the Zhou Dynasty.

Chinese rulers were believed to have a "higher power". The Zhou claimed that their predecessors: The Shang had lost the "Mandate of Heaven" due to their numerous mistakes while ruling the empire. As a result, the Zhou were cautious of relating themselves to any sort of "Higher Power", as other forces could depose them under the same argument that the Shang were removed from power.
