First I will convert this mixed fractions into improper fractions to make the math easier:

-\frac{13}{6} +\frac{22}{3}=\frac{(-13)(3)+(22)(6)}{(6)(3)}=\frac{-39+132}{18}=\frac{93}{18}=\frac{-31}{6}

How many times does 6 go into 31?  6x5=30 which leaves remainder 1 and so our answer will be -\frac{31}{6}= -5\frac{1}{6}
