Many rural settlements found it very difficult, therefore they decided to migrate to the capital. Intending to have a better life, many rural populations illegally migrated westward to the capital "Havana" however it was not convenient for the leaders. The migration reached a peak in 1994 and the government said they were not going to take any measure to everyone leaving the country. So, many people did.
