After the disintegration of the Soviet Union and the economic support, it provided to Cuba, as well as the economical crisis. Many rural settlements found it very difficult, therefore they decided to migrate to the capital. Intending to have a better life, many rural populations illegally migrated westward to the capital "Havana" however it was not convenient for the leaders. The migration reached a peak in 1994 and the government said they were not going to take any measure to everyone leaving the country. So, many people did.
