This is referred to as axial precession in Milankovitch cycles that endeavor to explain a collective effect of astronomical phenomenons of earth in space that have an effect on earth's climate

This means over a cycle of 13,000 years the north pole will be tilted towards the sun at perihelion (when the plant is closest to the sun) and over the next cycle, the south pole will be tilted towards the sun at perihelion.

This cycle changes the rate and intensity of irradiation from the sun in either of the poles over the cycle. This consequently has an effect on the climate of the poles that changes with this astronomical phenomenon.
