In his briefing paper, he said that genocide begins to develop in eight stages. The first conception of the "8 Stages of Genocide" was published in 1987 in Faulds Lecture at Warren Wilson College, and it was also presented to the American Anthropological Association in 1987.

He later added two additional stages, Discrimination and Persecution. The model became a 10-stage model of genocide.
