This is not true. Cities and Civilizations go back to the time of the Agricultural/Neolithic revolution around 7 000 years ago.  For example, we have archaeological evidence for cities from this time.

However, the question depends on the interpretation of "recent": compared to the time span of evolution from Most Recent Common Ancestor with Chimpazees (5 million years ago): this is very recent.

Established on May 19, 1643, its primary purpose was to unite the Puritan colonies in support of the church, and for defense against the Native Americans

and the Dutch colonies.

It was established as a direct result of a war that started between the Mohegan and Narragansetts . Its charter provided for the return of fugitive criminals and indentured servants , and served as a forum for resolving inter-colonial disputes.
