It is necessary for the government to establish provisions for naturalization and immigration because the provisions allow for a more centralized immigration process thanks to the naturalization of aliens. The mandate for centralization made the process uniform throughout the country and the courts processing applicants became more organized.

Establishing provisions is necessary because the government has to take care of its citizens who are already naturalized or immigrants through the legal process. The government has to regulate the other systems too and has to provide the same facilities to new naturalized and immigration. For that provisions are required to make sure the person who wants immigration or naturalization has fulfilled the criteria.

If the government does not take care of it, then there is no system in the country and it could cause disturbance and serious threat to the security of the state and people of the state.
