He is a static character because he has become dehumanized by government controls.

George Bergeron has turned static in his life. At the time when his son has been arrested he offered no resistance to it. The thoughts about his state and loyalty towards it revolved in his mind. He is very loyal and submissive to the government. According to him the reason which makes a society fall is when its people don't follow the laws and cheat on it.
