The American Federation of Labor and the Congress of industrial organizations worked for both the unskilled and skilled labor in industrial unions in the United States and Canada from 1935 to 1955. The Congress of Industrial organizations brought together the unskilled workers and placed them under the leadership of John L Lewis. The difference in opinion within the members of the American Federation League, on whether union organization should be based on skill or industry, led to the breaking away of representatives of eight unions, and they formed the Congress for industrial organizations two years later.

The American Federation of Labor believed in the concept of craft unionism, and almost all member unions retained complete autonomy over the jurisdiction of their affairs. The Federation was concerned unlikely with local industrial issues, which meant that it did not organize workers on a national scale. It propagated for issues such as better wages, benefits, fixed working hours and proper working conditions for workers. The growth of the labor movement was observed in the 1920s with the passage of the Wagner Act, preventing employers from interfering with the activities of labor unions. However, a group of members within the Federation propagated that the industrial organization of workers was the only possible solution for organizing the welfare of workers on a national scale.  The Federation suspended the membership of these unions, as it was opposed to organizing industrial labor, which they termed to be unskilled. The Congress for Industrial Organizations was established in November 1935, organizing workers of heavy industries such as mining, steel, rubber and automobile industries.
