Federalism is a form of government that divides sovereign power across two or three levels of government, namely; local, state, and national government. This is done in order to decentralize authority and as such each level of government has independent authority.
Sovereign government is a government that operates independently without external influence.
For example, the United states practice true federalism and as such, power is divided across state and national government.
