<span>The factor which is not part of the Highway Transportation System is D. television stations. TV stations don't really have much to do with the transportation system at all - those are just programs that you watch on your TV when you are home. However, people, vehicles, and roadways do have a lot to do with highways and transportation - people drive vehicles on the roads in order to transport things.</span>
