The 4th Amendment of the U.S Constitution ensures the right to privacy and freedom from unreasonable governmental searches and seizures. It provides the citizens to be secure from any unreasonable search or seizure.

The Fourth Amendment guarantees protection against any unreasonable searches by government, however, upon a probable cause, the government may search without a warrant. Therefore, an anticipatory warrant may be issued based on probable cause to believe that evidence of a crime, while not currently at the place described, will likely be there when the warrant is executed. Only through this provision, the government may search without a warrant.

The concept or argument of this States’ Rights advocates of states’ rights has placed a much greater belief and confidence in decentralized or regional governments than that of the centralized government. Employees are unable to contribute to the decision-making process of the organization, and they are merely implementers of decisions made at the higher level.
