Justinian wanted to reform the law of the Bizantine Empire since society in Ancient Rome needed to be reorganized, meaning that some laws in Ancient Rome were contradictory and antiquated.

As a consequence, he implemented the Justinian Code. For example, one of the laws he established includes the idea that a person is convicted until proven guilty. And this idea continues to be implemented in modern laws at present.
