It is completely false<span> since many were in fact started in the 80s and even as far back as in the 70s, when it became clear that fossil fuels were an unsustainable source. </span>

The statement above is False.

It's not correct to affirm that all conservation programs were started in the 1990's, since many of them can be traced back to the 1980's and even 1970's. What really started this idea in people's mind was that fossil fuels weren't a long term sustainable source of energy.

Conservation Programs are, as the name suggests, programs created with the goal of conserving the planet and its natural resources, such as doing Forest Restoration Program, Farmable Wetlands Program, Grassland Reserve  Program, etc.
