Well, the house is based on the population of the country, and i guess the senate is based on the population of the state.

For the case of Japan, in 1868 new government of Japan underway after Shogun decided to reestablish prerogatives of the Emperor's removal in peace. We went back to "Undisturbed Isolationism". We cut ourselves off diplomatically for the most part from many European powers out of fear of being brought into another World War. America was completely and only about America.
