All of the amendment processes were included in the constitution of U.S, that's because of the framers of the constitution or known as the Founding Father didn’t want people in the future to be bound to the chains of the past, especially since they knew they could never account for every contingency and future problem in one document. In recent history, the signing of the certification has become a ceremonial function attended by various dignitaries, which may include the President.
