The interest groups try to maintain good relations with the congressional members because they can promote their agenda and put pressure on government in policy making that will benefit them.

C. In the context of the scenario, explain how the interaction between Congress and the bureaucracy can be affected by linkage  institutions

The interaction between Congress and the bureaucracy can be affected by linkage institutions because interest groups have social impact and they can mold the public opinion according to their own will. The General Electric spent a lot of money on lobbying that may cause people in congress and bureaucracy support their agenda and therefore, most likely the interaction between Congress and the bureaucracy will be affected.
