Due to the flooding of these two rivers every year, the downstream soil is fertile, rich in organic matter and minerals, and the water and soil provide the necessities for growing food, which has become the foundation of civilization.  Every Mesopotamian city was ruled by a king, as they were city-states at first, that went into a territorial extension with the passage of time.
