One country imposes economic sanctions on the other, but instead of punishing the corrupt or bad government leaders, the sanctions end up hurting the common people that suffer because there are not enough products in the market, and some times these are basic products that people need on a daily basis.

For instance, that is the case of the Island of Cuba and the permanent economic embargo that the United States has imposed on Cuba. Or the case of Venezuela that is similar.
