subtract equation (2) from (1),

(x-2y)-(-2x+y)=0-2

Distribute minus inside the paranthesis,

x-2y+2x-y=-2

Now combine the like terms,

x+2x-2y-y=-2

3x-3y=-2

Thus the value of 3x-3y is -2.
