Sometimes. If the sentence is two independent clauses then they would need either a period or a semicolon. A comma would be used if you had an independent and dependent clause.

However, obedience becomes dangerous when it is blind, or when the child forgets to think for himself/herself. Conformity is when a child follows rules and regulations, but obedience is when they are told exactly what to do.
