It is the outermost layer or barrier of a cell organelle which surrounds the cell. It is made of a double layer of hydrophobic interiored and hydrophilic exterior ed fatty acids.

Inside the membrane there are structures like protein etc. that act as loading bay on cell organelles i.e they help to regulate what exits or enters through the membrane of the cell organelle. Hence, cell membrane is called the loading bay of cell organelles.
