The Judicial Branch has the responsibility for settling disputes over meaning in the constitution.

Explanation:

To understand this answer we need to remember the composition and duties of each branch.

Legislative branch: It is the same, they are the ones creating laws, proposing them and analyzing them for their implementation in the government. So, even though they can do this, they can't set disputes over the meaning of the constitution.

The executive branch: This is the direct president's cabinet and the president itself. In this case, they are responsible for managing the federal government as the approval of laws.
