The government was not offering help of the several economic situation that were bedeviling the nation, and the communist part was.

Herbert hoover administration was doing practically nothing to reduce the suffering of the great depression. some of the policies he advocated were constrained by his believe in conservatism,which refuses government from interfering with the markets. This could have served to galvanize the communist party base, which promises people the government will help them.
