I'm in the 8th grade taking High School course so I'm not very experienced with finding colleges but i recommend he follow these steps:

1) Find about 5 - 10 colleges with tuition prices he can afford.
2) Narrow down the colleges to about 3 or 4 based on which offers the best education, which would look best on a job résumé, and finally which offers majors he is interested in.
3) This may sound shallow but i think he could also look at what schools his friends are going to and maybe get some of their advice.
